It goes without saying that, before telegraphing you, I asked

r. Gardner whether we could draw upon his branch, instead of upon your London Olfice as hitherto, but was informed that this practice had so far not been hollowed on this side, whereupon I saw the manager of the lational City Bank and found him willing in principle to undertake the finance provided that the China part of the business would be transacted by their friends, the International Banking Corporation; they would how- ever consider my condition that you should retain that part, they sending the documents for collection through your bank here.

I might add that I have not thought it right to bother ar. Lordner with the Reiss muddle, though any information about it is of course at his disposal.

I added to my cable: "kindly inform Carroll" in order to re- duce expenditure; the time and money spent to right what should never have gone wrong is somewhat appalling.

I am sending a copy of this letter to r. Gardner.
